My 9mth old has 2 bottom teeth an has juz got 1 eye tooth is this normal?????

Sure it is. Most babies don't follow the "normal" guideline for teething. My son got his two front bottom teeth, then a top 'side' one, and then his two top front teeth. He now has eight teeth in in total with four molars coming in, and none of his eye teeth are in.
